That didn’t stop them from fixing the dualsense Bluetooth issue the following day the game came out so that’s not an excuse. This needs to be addressed like yesterday.
In the tech world, you'll find that some problems are easier and quicker to fix than others.

I, like others, have had zero FPS issues. Only some sound stuttering once in a great while. I'm actually surprised that I have not encountered any real issues at this point, I usually avoid the first couple of weeks of a game's launch, but glad I didn't this time around.

IMHO, the issue with some hard-coded keybinding in the back-end (e.g.: <TAB> opening map even when player maps to, say, weapon wheel) is a bigger issue -- and needs a fix more urgently. But, you know, the port just released, like, not even a week ago. (And they have already fixed an issue or two, and are aware of some other issues.)

Because there aren't any, I tested it on 3 different PC's no problems with cutscene FPS ..even in windows with a 7900XTX maxed out at 4k with no FSR enabled but AMD frame gen enabled, never saw a drop there either

Tested it with an old AMD 6600, barely gets 50FPS on low settings, but even in cutscenes, no drop in frames..

Tested it in Linux also, can lock it at 165FPS ultrawide, no drop in FPS in cutscenes.

Turn off Nvidia Reflex +Boost. Switch it to just On. It's broken and subtracts like 20 fps and ruins the frame timing.

If you're still having issues then you're cursed or you have an AMD and I can't help you.

And if it was just fps in cutscenes (yes it also happens both on Nvidia and on AMD mid / high end range cards - I have it myself on AMD 6600 - maybe the fellow above with the RX 7900 XT is running WIndows 11 I am running Windows 10 and maybe that is why ) it would have been okay-ish , however seems there are droves of players seeing artefacts when coming out of ruins and look at the sky and also textures / clothes flickering / flashing at least in the Plainsong village area - as you can also see here : https://steamcommunity.com/app/2420110/discussions/0/4292566446030019874/

Anything happen after that update? A weekend maybe?

Try removing 2 files in the game folder dstoragecore.dll and dstorage.dll

DirectStorage is a useless Microsoft technology

It's not. Directly.
The game swaps textures for cut scenes. But it doesn't get rid of old ones. Thus memory bandwith overflow and tanked perfomance.
Deleting dstorage files helps to mitigate that, but can cause some textures to be low res. WHICH CAN BE FIXED BY FORCING IT to load normal textures.

In other words, I can fix the occuring issues MANUALY. But they should be fixed by the game itself, not by me clicking on settings.
Also, most problems with textures came after the hotfix.

It isn't useless. This tech reduces loading times dramatically in case you have a fast SSD

Its either not a widespread enough issue or they don't care. We should all list our specs and see if there's any common denominator.

Force normal textures.how do you do that outside game's settings?

Playing with a 6650xt with RSR on will make it crystal clear there are problems. 120 fps on high @ 1080p in gameplay down to single digit FPS in cutscenes with more than a few characters. The reported power draw drops by a third in these scenarios. Temps unaffected.

I think the problem is clearly VRAM based, relating to loading in high quality character textures on the fly. Whether this is buggy behaviour or an intrinsic issue is much less clear to me. I suspect the latter if I am honest.

The same thing happens to me, the scenes for one moment are fluid and at another moment it begins to suffer a huge drop in fps, then it stabilizes and so on constantly.
There are also other problems such as sudden fps drops during the game regardless of the graphics quality you choose.

MY PC :
RYZEN 5 5600X
AMD 6600XT
16RAM

Enter settings in game. Select very high textures and back to medium or high without leaving the menu. It will load them, but everything else will be fine and no memory overflow.
