*Edit* Ok maybe I was a bit premature. It definitely helps the stuttering, but its not completely gone. But I think its gone enough that I can play the game now without noticing it.
Glad it helps. Put Reflex on ON, not on "ON + Boost" and see does that help. Also, be sure to play in "Exclusive Fullscreen" mode
Don't bother unless you have an RTX40** card.
DLSS3 is only officially supported by the 40ty series.
The advice OP posted is also accurate for all RTX GPU owner, not only RTX 40xx ones:
- File nvngx_dlss.dll is for all RTX GPU (DLSS 2 aka upscaler)
- File nvngx_dlssg.dll is for all RTX 4xxx GPU (DLSS 3 aka Frame Generation)

there's DLSS 3.7 and DLSS FG 3.7 already, not DLSS RR yet, i'm testing it on CBPK2077
You can update all the .DLLs including reflex and whatnot
