If you're using headphones switch the in-game Audio option to "TV".

You really should explain the issue you have.
For me, voices are quite low compared to everything else even if I adjust the sliders to lower music and sfx

Sounds like you need to fix your rig. Learn to update all drivers (not just gfx) and your BIOS and I bet your issues 'miraculously' will go away.

I'm having the same issue as well it's so frustrating. Everything else is working fine but the audio is a major headache. The "selecting TV" for the audio option does increase the speech volume but it varies wildly per NPCs. Some NPC sounds like they're screaming at you, some sound like whispering. I'm hoping the next patch would address this.

I have 7.1 corsair void pro with surround sound and its aint work. Its very quiet stereo and i cant fix it, its their problem. In every other game and even in horizon zero dawn all works just fine. All my drivers updated so you lost your bet. Tv just make everything louder and doesnt fix anything at all. Its ok i got poe league in couple of days and i'll dont give a damn about this game for a month. Hope they'll fix it before i comeback. Sadge i cant play it atm ;C

it is very quiet for me too compared to anything else. I already checked Zero Dawn and sound volume is fine there.

Most likely a your PC issue. Comparing it to other games means nothing.Make sure you have the latest drivers.

Yes, very low indeed, even if I lower the music slider all the way to the left the game just plays at a really low volume, hearing dialogue is hard.

Some of the audio in the game is directed to the front-center speaker, if your audio device for some reason doesn't properly leverage the front center speaker, then that is the source of your problem.

From the Windows start menu, type mmsys.cpl and press enter to open the sound device settings. Select your audio device and hit the Configure button to open the speaker config. Try selecting the Stereo option if available, then click the Next button through and try the game. If that fixes the audio, go back through the setting and select the 5.1/7.1 surround options (if available) and see how those behave. If the surround options cause audio problems, then that's an issue with your audio device configuration or software.

If you're managing audio settings only from the software made for your USB audio device, that might be your problem. The device needs to be properly configured through Windows' sound settings first.

Okay thx for that wall of text, but
Every other game works just fine. EVERY OTHER GAME. Even Horizon Zero Dawn works just fine. Same problem was with Last of us pc release but they fixed it in a week or two.
It's not just mine and this guy problem, if you use search and tap "audio/sound" in discussion theme's you'll see many topic's just like these one.
And probably you actually right and root of the problem is game doesnt naturally finds my 7.1 headset or other ppl sound systems, but its not our problem to solve. And i know they will fix it, its just sad that we are week and a half after release and that annoying problem still here

Sounds like your setup tends to cause this issue if you have had it before.

I have sound issues with voice/music volume being very low compared to the rest, no matter what I set their sliders to or what soundmix I choose. The only solution I found was using an external software called fxsound.

And no, it's not my rig, this is litterally the first time I have such issues. Every other game, movie, video, or program I use have no volume issues. At least none that can't be fixed by using Windows built-in loundness equalization, which in the case of HFW does squat.

We shouldn't have to use a third party app to enjoy the game, which is technically great in almost every other aspects.

What audio device are you using? A USB headset?
