MINIMUM:
OS: Windows 10 64-bit (version 1909 or higher)
Processor: Intel Core i3-8100 or AMD Ryzen 3 1300X
Its not just about power or the number of cores.
Its also about the instruction sets the CPU can preform.
The one you have is older than the PS4 and Horizon is a PS4/5 game so i imagine it just cant do most of the calculations or instructions.
Console exclusive PC ports tend to be less compatible whit older hardware.
Modern games are more CPU intensive than ever before.
AVX and F16C support is required for this game. Most CPUs up from 2012 are supported.

GTX 1070 here and it delivers. 45-60 on medium with high textures 1080P. Not bad, imo, for an 8 years old GPU ;)
