you can't notice a 1-2fps increase! because that is literally all you get but my statement is true, anything extra running in background or applying an overlay will increase CPU usage and lower fps by literally 1-2fps. Saying it makes NO difference is incorrect, even performance monitors lower fps due to it polling the hardware. But like I say you aren't going to notice it unless you are cpu bound already.
That's why I said to get rid of GFE because if you're using it to tweak your games and nothing else then its better off gone and do it yourself but if you use it for filters then you already know your fps is going to take a little hit.
The 5600X is more than enough for this game and being a 6 cores CPU is not a problem.
Remove Geforce Experience from your PC or, if you want to keep it, do not use the "optimised settings" thing.
I'm 12 hours into the game myself and I monitor everything all the time, I can't confirm that there is memory leak issue. Vram usage is coherent on my end and does not increase over time.
Turn off any feature:
- off DLSS
- off Anti-Aliasing
- off Reflex
- off Dynamic resolution
Other:
- Run game in 1920 x 1080 resolution
- Use medium preset
- Use normal full screen
Must set when in launcher, or title screen. Ah, one more thing. Turn off nvidia program in below right corner of your screen.
Fps stable 60-70
If use high preset, will go 50 ish

The official specs list 3600x as recommended and that's a 6-core CPU, so...
Also, you forgot one thing.

Definitively a dirty RAM or VRAM problem (leak?).
Edit: So 1080p for such a beautiful game, with an RTX3070, is a no-go, 1800p is very good ;)

Which Windows do you got? Have you turned off all mandatory Windows bloatware (e.g. GameBar)?
8GB can work, but you need freshly rebooted PC, nothing else running in background and probably lower settings (Not like 3070 can handle maxed game with good FPS).
For me, settings on high 3440x1440 keep 82 FPS on average but thats with 7900xtx. (though I have few things running in background which probably cost me few FPS.
3070 had 8GB vram and 3060 has 12GB. Fps will tank if the game runs out of vram and starts using pagefile.
Just Turn off reflex and turn on Dynamic Res and set it to 60 with DLSS and you should be good to go! Playing at 4K this way and have 100x better experience with Reflex off!
Don't use FSR, don't go down in res. Just use the Dynamic Res and you are good to go! Note that it cant keep a 100% stable 60fps at that, but the drops are far less extreme and is quite playable, but hovers around 58fps most of the time.
The game was unplayable for me on my 3070 untill i figured that setting out.
And yeah... towns will be heavy 100%
