Problem with the Drowned Hopes mission.

I can't push the button on the console under water, does anyone have the same problem?

The "locked" comes from the container, not the console, you need to angle yourself to interact with the console. Hope that helps. Also, if you wait to do that till you progress the story more, you'll have something to help on those dives.

I tried to swim up from all sides but then I started to run out of oxygen. Nothing I will take your advice and wait for better equipment and then try again. Thanks

Does your quest-log tell you to mess with the red terminal? If it still says "find poseidon", swim to the huge machine until it changes.

and can't do much (activate the panel) after a while I start to run out of oxygen and die. I just put off this mission for some time. Thansk

I don't think that object is a "panel" that you need to interact with for the quest.

That object looks like an underwater "boost" location that is offered for your to push off of, to get a short speed boost while swimming. When you get close to it, you are (should be) offered an "E" to boost option. But you don't need to use it, you can just swim past it.

Also if you drown here, you're trying the mission to early. Wait until you're further along in the game.

I managed to launch the console without any problems after the mission "Poseidon" where I unlocked the diving equipment. Thanks for your help and advice. I consider the topic closed.

You need the diving mask first for any underwater panel/door/blocked path/firegleam to be interacted with. get poseidon first.

I have a problem with that quest too. After not being able to open that box I went exploring the part of the map that the first Tallneck revealed. So I found all the locations that are part of the Drowned Hopes quest. I've even been to the vault where I got to by climbing the cliff and gliding into the opening instead of breaking through the underwater barrier. I got the key from Dread Bluff, and when I arrived there the first time, Aloy said that this is one of the locations from the coordinates she found. But I never found any coordinates because I never opened the box in the Sunken Wreck, I got there by simply exploring the map. So now this sequence breaking ruined my immersion and I'm thinking of restarting the game completely and sidestepping the entire peninsula and the lake.

I wonder if I should give up on the exploration entirely to avoid sequence breaking like this in the future.
