I just followed the guide and it lead me to serveral FPS improving fixes but none really worked until i tried out this one, super easy to install just drag and drop, the cities feel more fluid now and there are less performance issues, keep in mind this is only for Nvidia RTX cards not AMD.

It got deleted but you can just download the dlls from a repository since that is all that mod actually is. The mod author didn't do anything except re-post readily available files.

It also improves image quality somewhat too.
