I don't feel comfortable downloading 3.6 from non-official sources.
Is 3.6 a "beta" release that these sites are hosting?

That’s not how it works really the DLL isn’t supplied by the driver for the game. The nvngx_dlss.dll file is directly in the game files. Sometimes a game comes out where they have had a newer version of the file that has been supplied by Nvidia. I believe the latest version 3.6.0, came with a recent update to Naraka: Bladepoint. Someone just started making a repository of the versions on TechPowerUp so every time a new version is found it gets uploaded there.
Sometimes devs use much older versions of the file that they obviously had at the start of development and don’t bother to update. In this instance you can manually swap to newer versions with varying results.
Sometimes, mainly online competitive games, trying to update the DLL won’t work and will not be accepted by the game. Probably as an anti cheat measure as you could possibly tamper with it as a way to inject cheats.
It’s not 100% safe, technically the file could have been tampered with before being updated to the site but generally that site has a reputation for safe downloads and nothing is completely 100% safe on the internet. I’ve been downloading and swapping DLSS versions from techpowerup for a while now myself.
Or NVIDIA did reach out, and the developers responded, "We don't have time for QA. Let's launch and let the peasants our customers do the work for us."
No not exactly. They weren’t using a super old version it launched with 3.5.10 which was the one just before 3.6.0. Generally there aren’t drastic differences between versions unless we’re talking about the difference between v1 v2 and v3. I’m not sure sure what changes have been made with 3.6.0 but prob just small bug fixes and changes. I did try 3.6.0 and did not see any difference in performance or visual quality.
Btw a game made with 2.0 versions of DLSS can be updated to 3.0 versions of the DLL but a game with 1.0 you cannot.
Versions 2.0 and 3.0 work very similarly accept 3.0 introduced frame generation tech and added DLSS presets that the developers can use. You can use programs like Special K, DLSSTweaks or Nvidia Profile Inspector to change these presets. These presets work better for different situations or were made in mind for specific quality versions, DLAA or frame generation modes.
Swapping to 3.6.0 unfortunately does not fix the texture flickering caused by enabling DLSS or DLAA though.

Unfortunately I am now past the two hour refund window. Really annoyed 80% of the two hours was spent on this this stuff instead of actual game play. :(
Yeah it’s really unfortunate the game was released with this bug, you can try reporting it in a ticket. There is a pinned thread in directions for that. I might but haven’t gotten around to it yet though others might have already and they might be working on a fix that will be released soon. Hopefully they are.
This game is all kinds of broken, for me. :(
I submitted a bug report through https://www.playstation.com/en-us/horizon/support/. Included my video recording in the report so they can see what I see.
I'm not using any kind of upscale tech so it's not an issue with DLSS
Yeah I saw someone in this thread say it can still happen without DLSS but it happens more frequently with it enabled.
