That has already been fixed.
Setting Reflex to "On + Bost" currently causes the frame rate to drop while the GPU is being underutilized, in which case lowering the resolution or upscaling factor doesn't affect fps.
Im running Linux as you can guess but you all should be able to get something similar going with MSI Afterburner or some other tool, it has a way to lock the FPS.
