FPS drops and temporary fix (maybe)
Edit: So after some testing and researching i found several things that could help. It helped me. This is waht i did:

-disable gpu hardware acceleration (keep in mind you cant use Frame gen without it)
-set power mode in Nvidia control panel to maximum performance (could be placebo)
-vsync off and enabling triple buffer also in control panel (just buffers an additional frame to counter drops of 1 frame)
-set low latency to off
-deleted direct storage files in Horizon directory

Now i have locked my fps to 80 with riva tuner and set DLSS to quality. Now Textures on high work fine. Cutscenes have no stutter or frame drops anymore. It all runs buttery smooth. Also the game doesnt break when i change any graphical settings.

Your experience can vary if you do the same, but maybe it works for you too.

Just for the info, i am using a 3070 and a ryzen 5600x. GPU is undervolted and CPU is OC to 4.65Ghz.
I noticed that sometimes if you change graphical settings, the game just breaks (at least the FPS do). Especially when i am switching upscaling related settings.
FPS also break when in cutsenes and after. After some cutscenes (mostly when in a town) my game is just performing poorly until i restart it.

FPS after cutscene: 50-70 in open world areas. Sometimes even lower

FPS after upscale changes: 15-20

FPS after restart: around 90-120 in open world areas and fights and like 55-70 in some indoor areas in towns. I thinks its because of the fog and all the npcs.

Also don't use frame gen (native or with mods like FSR3 to DLSS). Your fps go up but it feels like you are having 30 fps. Its choppy and stuttery.

Same thing for me, it goes down to 40 fps for no reason and after restart I have 70 FPS in the same place. Other than that, I'm very happy with the game. I hope they fix it soon.

it not only happens when im changing the graphics settings but after few mins the fps drops happens, when im restarting the game it back to normal better fps

Yup. I've been checking these discussions to see if anyone had any suggestions. Same deal here, seems if i change any settings, FPS absolutely tanks - and doesn't resolve until game is restarted. I've also noticed the problems (sometimes) occurs if I alt +tab out and come back in.

from my time playing the fps drops only happens in main story missions so if you can just do side quests or anything else it wont happpen

i have this issue in this game all the time...i have no clue how to fix this i suddenly drop to very low fps and now my fps is very low all the time until i restart the game

Hello, maybe a little bit later but leaving this for future "victims". Solution works, disable gpu hardware acceleration and Vsync off, have DLSS enabled and no issues at all with a 3070. I tried like 6 or 7 changes and all of them caused the game to drop to 11 fps, so it's probably an issue with the port.
