My partner has to use his 3070 on DLSS Ultra Performance for 4K, and on mixed medium/high settings, and he going 45-60fps which is about right for that GPU. It's mostly high, with shadows and a few other things that aren't that important set to low.
If you REALLY want to do solid 4K gaming, you should be using a 3080 or better or a 4000 line as the 4000 line can use frame generation. Even a low end 4000 card will do wonders due to frame generation.
If I were you, I'd set this game to 1440p with that GPU. Even ultra DLSS performance isn't enough for that GPU at 4k.
While the 3060 is better than a PS5, it won't perform as well as the PS5 as devs don't have access to the hardware in windows that they can do on the PS5. Windows also has more overhead. Plus the PS5 doesn't do true 4K anyway. For performance & quality = to the ps5, I'd recommend a 3070.
This also doesn't even get into what CPU you have as that's also very important for AAA Games like this that need a lot of CPUs cores at higher clock speeds.
I have a 4090. So I'm playing at 4K, DLSS quality + frame gen at a solid 144fps.
TBH, HFW is FAR FAR better optimized for the PC on release vs HZD was. This is actually optimized quite well on release.

3060 Ti was a 1440p card when it came out and it’s a 1080p card today
But the 20 fps thing is a bug probably. As soon as i change my upscaling settings, the game just breaks. If you restart you will see the actual fps you can have. Also cutscenes do break the game too, if your frames drop hard after a cutscene or change of settings, just restart
because 4K on ultra perf looks better than native 1440p that's why. However, that's not even enough for a 3060 to do enough fps on this game at 4K.
Yes, I had the same issue with a 3070,
-I disabled DLSS (it doesn't seem to be working),
-turned on Anti-Aliasing to DLAA
-turned off Reflex LL,
-matched the dynamic resolution to my refresh rate and
-made it exclusive full screen
I'm now looking good, running on very high settings at 70-90fps
Apparently DLSS is not working and/or playing well with some peoples cards. Try this and hopefully the game will be playable until they fix it.
