They've could at least made it more convincing.

Maybe the devs tried something but shadows may got a bit annoying. Who knows?
As for where the light is coming from... probably her focus.
If they really wanted to they could have given her nightvision, since the hud is supposed to be from the focus. But... that would ruin the color palette.
It's not a fashion it's a failing. So many dark places in Forbidden west. No torch is pain in the sit upon.
