You're GTX 1650 meets only minimum requirements for 720p @ 30 FPS so this will be the best experience you get with your hardware as long as you have minimum a Core i3-8100 or Ryzen 3 1300X.

For me in personal this would be a no because I don't want to enjoy such technic firework games like a slideshow in medieval resolution.

So just think about how you want to enjoy this game and maybe a console is a better option for you, if the pc hardware is too old/weak.

Or you could save 500 bucks twice and get a decent Video card, depending on your other specs of your rig of course

While not related, my 1080 Ti sit on 40-60 fps on 4k with FSR enabled on "low" settings (So not "very low")
In fact, my i7-7700k is the bigger bottleneck it seems.
Either way, once again the 1080 is proven to be a titan for its time. 8 years after purchase and I can still use it for playing the most modern games in 4k. Though without upscaling tech that wouldn't have been possible.
