CAN'T get Nora Legacy outfit

Anyone else run into this? I noticed I didn't have access to it, quit to main menu, saw the uplink to playstation and when I clicked it I was basically softlocked on the animation screen and had to alt f4 because nothing was happening. Now the selection doesn't even exist and I still can't use it.
