Enabling Nvidia Reflex makes it much worse (also doesn't do much for the controller latency, which is pretty poor as well).
Thank you, I've seen the digital foundry video. He focuses only on Mid Range Cards, wonder why he didn't mention high end cards and frame gen.
Here is a reddit thread that also goes in that way:

I have given up for now, I have many other games that I need to play.
Thanks for that reddit link, i see comments there older than mine on forums here that are already talking about Digital Foundry not mentioning these problems.
Maybe it wont gain much traction but its good to see that we are not the only "weird ones" who see issues while other people are enjoying the game not seeing anything wrong :)
Ye if you didnt buy the game id probably wait too. I paid full price + im over 2 hours and refund is out of the question so ill probably continue playing cuz i doubt we will see fix anytime soon if ever.
Remember that if you disable HAGS Frame generation wont work. HAGS is a requirement for DLSS 3.
It actually wasn't the game. I actually can't say whether it's a bug with Nvidia itself, but I had this problem with a bit of stuttering on 1 PC before. Short microlags occurred every 5-10 seconds depending on the scenario.
Reinstalling Windows didn't help
Reinstalling drivers didn't help
I came across an English forum where someone reported that they repeatedly had these microlags and stuttering in combination with my Acer Predator monitor.
Actually the solution was pretty simple for me, but I was still shocked that it solved my problem since I only use 1 screen and therefore had full screen mode active for Gsync. Switching to window & full screen mode fixed everything. Is this a bug in the driver or something similar? I have no idea, actually you use this function when you use 2 or more screens...
However, frame generation still doesn't work, the image looks blurry and laggy, which is probably due to the game.
Maybe this article will help someone who uses a Gsync monitor at home and is wondering why their games have microstuttering and only full-screen mode is activated, even with only 1 monitor.
Try window & full screen mode, for me 3 years of stress solved everything with 1 click. Pretty crazy.
Have fun gaming!!!
I have never even used "+Boost" option in the first place, game is still not smooth and not adequate to its FPS without this option
Thank you!
There is something seriously wrong with how the game is implementing VRR output. Even locking to 60fps is not smooth for me. Other games are buttery smooth when running at 80fps - 165fps but HFW has choppiness when turning the camera as if you are running at less than 40fps.
EDIT: Did some quick testing and it looks like the issue is actually caused by Nvidia Reflex. With it set to ON, the judder is 100% noticeable and monitor's OSD counter fluctuates between 80Hz- 165Hz. Setting it to OFF fixes the problem and my Monitor's refresh rate counter become stable at around 78Hz-82Hz without jumping to 165Hz intermittently.
Setting the Reflex to On + Boost is better than just reflex ON since it improves the smoothness but slight judder is sometimes present. Frame gen forces reflex ON so there is no way to get past that problem unless someone knows how to force it off.
It may indeed be more extreme with VRR, but there's microjudder on fixed refresh rate displays too. On my 60hz 4K TV, even without Nvidia Reflex there will be occasional skips that won't register as frame rate drops. With reflex enabled, constant microstutter with a locked 60fps.
