okay i just found a solution, first of all update your driver to the newest one, then go into your game files and properties of the game and set it to always run as an administartor. then all your setting on lowest and now it should work
so i am not a tech guy but how do i update my driver?
I don't know if this helps but I had the same problem after upgrading to 24.3.1. It did fix itself, I just had to be patient. I think the old, already compiled shaders are responsible.
No issue on the Horizon Zero Dawn Remastered.

I tried over and over to reboot windows and the game, and after several goes of it, it just worked. Not sure what it was, but it just randomly started working. So weird.
