Cutscene FPS drops (these settings fixed it for me)
Im running on a slightly outdated setup.
Ryzen7 3800x
RTX 2070 Super
32GB RAM

Seems like most people I've seen with the same issue (cutscene frame drops) are also running older setups, so maybe this will help.

Graphics Preset - Medium
Sharpness - 0
Lens Flares - Off
Chromatic Aberrations - Off

Display Settings
Nvidia Reflex Low Latency - On
Dynamic Resolution Scaling - Off
Upscale Method - DLSS
Upscale Quality - Balanced

Some of this is probably specific to my setup, but maybe it'll help you start looking in the right place if you're having the same issue. The Display settings were not a huge impact, but still somewhat noticeable. The graphics settings Lens Flare and Chromatic Aberrations were the 2 major changes that made the biggest difference.

Also, the visual drop from high to medium is barely noticeable at all.

this helped alot thank you im running i5 10400F with a RTX 4060 8G with 32GB of ddr4 running 3200 MHZ im getting over 100 fps after this

Seems like placebo.
Cutscene stutters are not noticable if you do not use monitoring software and are not distracting at all.
Happens on my 4080 and 13600k as well, but it's far from a problem.

The performance from my standpoint is ok from medium to high settings.

Disabling Lens flare + Chromatic aberration
Went on nvidia control panel, 3d settings > program settings > horizon
GPU mode on maximum performance, low latency OFF
Threaded optimization ON
Triple Buffering ON
Vertical sync OFF

This did the trick for me. RTX 3070, very high, stable 70 - 90 fps at all times, with rare drops to 50, including cutscenes.
With DLSS3 to FSR3 and framegen on, stable 90 - 120fps at all times.

Disabling HAGS also works for some people, if u don't use FG
