Game not properly using all GPU?

most of the time hitting 60 FPS, but appears to not fully being using my GPU while using maximum performance Vram is also under 16GB
No DLSS or frame gen but during close up cutscenes or aiming i get 56 FPS with 90% at a low wattage usage and my GPU temp is like 70 it should be 78+

This is the same problem I had with Ratchet and clank.

My GPU is only using like 5% and I'm getting 1-2 FPS in the menu. Literally can't even start the game.

Edit: Bought a DualSense specifically for this game. Looks like I can't use it over bluetooth, and my USB cable isn't long enough :( https://www.pcinvasion.com/how-to-fix-horizon-forbidden-west-pc-dualsense-fps-bug/

I found if you load up the game and plug in the controller after that, and then disconnect it (Controller should turn off) when reconnecting through bt it should work fine.

But you have to do this each time you load the game

Also, to answer the original post. No matter the settings my gpu usage stays around 80-90%

I have a 5800x3d with a 4070 super

Also, wattage stays around 110w when it should be 220w. Runs fine but still. Could be better.

Why on earth would you play third person shooter on controler on PC when you have way superior mouse+keyboard?!

Superior to what? M&KB is great for competitive games but if you wanna sit back and enjoy a world it's pants, DS with all it's hapics and adaptive triggers is superior in this scenario.

For me it's because I'm playing from my couch on my tv. Trying to mkb on my couch gets uncomfortable pretty quick. Games that were originally designed for a controller work well for me with a controller. Some games I would never use a controller for though.

Also I love using controller triggers on games with bows. Just feels very satisfying to me. Plus controller vibration works in this game
