Steam itself no longer runs unmodified on Windows 7, come on brother. It's time has come and gone. And no, it's not a PS4 game... anyone can look at this and very clearly see that playing this on a modern PC today is a step beyond what you'll get even with the PS5 Pro. Don't be that guy
Windows 7 is outdated and technology behind it is also outdated AF. It should not be used anymore by anyone. Period. No amount of talking can change that fact. Not for gaming nor for general usage.
Only reason why would you use it, is on some old machine, for I don't know what reason, maybe some old extra un-supported games or whatever makes ppl who use it sleep at night.

Not a matter of being poor. Upgrading to Windows 10 had been free for literally 9 years after it came out. Reports are that it still works. You simply refused to. Stop lying to yourself and making a fuss about it.
Vast majority of UE5 devs don't even have a clue about the requirement at all, let alone that they don't post it on their store page.
windows 7 costs more than windows 10. 10 is free because you as the user is the product they are selling to all the people who pay to put default programs on your pc.
