You can limit the framerate with DLSS3 frame generation using RTSS but you shouldn't because frame gen works best when it can run without a framerate cap as this reduces input lag. The higher the framerate then the lower the input lag with it enabled so you should never cap the framerate when using it in my experience. In fact with some games this can cause weird behaviour in the game causing to run jerkily or in slow motion!
How does the NVIDEA software handle the limt when used?
Edit: Getting way to many fps for no reason generating a lot of unnessesary heat. Just want it lowered, not gonna go for a slide-show ;)
you should cap it there generally
1. Open NViDIA Control Panel
2. Go to Manage 3D settings
3. Click program settings and find Horizon Forbidden West (.exe) (if its not there, add the .exe file)
4. Scroll down and find "Max Frame Rate" and lock it to your desired number
For AMD
1. Open AMD software
2. Go to Gaming tab and find Horizon Forbidden West or if its not there in up right corner there are 3 dots, click them, and add the .exe file
3. Click on the game then and in "Radeon Chill" tab put your desired fps
