Those are the symptoms I am seeing as well. GPU temp is at 31-38*C but normally, if my GPU(Liquid cooled 4090) is actually being taxed at truly 100%, I will see 55-60*C at a 23*C ambient room temp. I also keep seeing the GPU clock speed go from 2790 down to 750mhz randomly.
So not the games fault but my own for not noticing my GPU's power limits had been reset to their lowest settings.
I mean the baffling part is getting the cheapest and slowest CPU for the generation and pairing it with the absolute strongest card
I'm running a i9-13900KS with an RTX 4080 (granted it's a ROG Strix but still a 4080 and the game runs so smoothly I have trouble believing my eyes
oh man dear sir, yopu dont need a 900 class CPU a 600 can utilise it just fine and I have the power capped even, please...
my GPU usage is at 99% most of the time and CPU at about 20%
sometimes CPU goes to 25% and GPU drops to 95% but zero stutters and zero frame drops.
turning on frame gen gets me to 135-140 fps with 38-41 ms input latency which is honestly THE BEST implementation of it I've ever seen. CPU goes down to like 18% and GPU stays at around 95% to 99%
THOUGH my GPU draw is weird as it only draws 280W at max which for my card is a bit low and some games draw 310W so my guess is that Tensor cores are underutilized cuz not using RT or DLSS
Load times are like 4-5 seconds max.

Just seems like the priorities are wrong, it's not that the i5 is a bad CPU, it's just that you skewed your machine's performance all the way towards one side. It's all GPU and nothing of the rest. Unbalanced builds tend to show their shortcomings when something heavy comes up
Same issue here. There also appears to be sporadic memory leaks with the game shooting up to 26GB used.
Running an RTX 3080 10G, 5900x, 32GB RAM at 3440x1440 HDR maxed out, DLSS Quality gets me around 70-100 FPS. During cutscenes it drops down to around 45-50 fps with stuttering. Powerdraw drops from 360W down to 200-250W.
I just measured statistics, seems like I have about the same behavior with my game. The reason I probably don't notice as much is because my PC is considerably more powerful and my frame rates are basically twice as high.
But GPU usage is very low (~25%), with ~90-100 W ish draw on my RTX 4080... and that's just not right for a 4K/120 at very high settings. My fps hovers between 75 and 90 in most areas that I've come across with DLSS-G off.
The one thing that actually bothers me is that the render latency is sky high with frame generation off. Something like 50-80 ms. Crazy. I feel that on the input.

That sounds like you are running out of VRAM... The game starts paging into system RAM. The power drop, the RAM usage increase and the fps drops all point to this.
Out of curiosity what is your VRAM usage? close to that 10GB you have? You might consider lowering the texture quality a notch and see if it still happens.
