12600k/4090 Utilization issues.
So I am playing at 4k with everything maxed out, using SMAA on a 120hz OLED so with V-Sync off in game but with G-sync on in Nvidia Control Panel.
I am playing with a Wireless Xbox Controller and set Nvidia Reflex to just on.
Also playing on the latest Nvidia drivers.

My CPU won't go past 20% utilization and My 4090 says it's at 100% but GPU power usage is at 30%, only utilizing 150watts of it's 500 watt limit.

I get 40FPS with frame Gen off and only 60-65FPS with Frame Gen on. Turning on DLSS to quality with Frame gen only nets me 70-75FPS.

I would assume it's my CPU causing this bottleneck but it's barely being utilized. I wouldn't question the performance if it was at 100% utilization but it's barely hitting 20% most of the time. Anyone have similar issues?

Those are the symptoms I am seeing as well. GPU temp is at 31-38*C but normally, if my GPU(Liquid cooled 4090) is actually being taxed at truly 100%, I will see 55-60*C at a 23*C ambient room temp. I also keep seeing the GPU clock speed go from 2790 down to 750mhz randomly.

I found the problem, at least for me. So never has this happened before but when I updated my graphics drivers today, it must have reset my power limits on my GPU. I opened up Nvidia's in game overlay and it showed my GPU power at maximum of 30%. I opened up MSI Afterburner and it also said my Power Limit was at it's lowest. I raised it back to 100% where it should be and am now seeing 100-110FPS at 4k without Frame Generation.

So not the games fault but my own for not noticing my GPU's power limits had been reset to their lowest settings.

having a 13600KF with 4090 desktop and doesn't matter if upscaling is DLSS quality or no upscaling when I just run I get tearing at the little pouch and arrow quiver (when I sprint, it's normal), only when enabling FG it goes away, utilization is low, however I still get easily my cap of 140 fps with reflex on (not on+boost) it's driving me nuts I dont want FG, I dont need FG

It's the latency thats killing it, without FG latency is 170ms, with FG its around 20, it's a joke at this point

oh man dear sir, yopu dont need a 900 class CPU a 600 can utilise it just fine and I have the power capped even, please...

Game is running like a dream on my PC, I'm using highest settings available at 3440*1440 using DLAA with reflex on (don't ever use boost it always has problems) and getting 85-90 fps without frame gen and a 25-30 ms input latency.

my GPU usage is at 99% most of the time and CPU at about 20%
sometimes CPU goes to 25% and GPU drops to 95% but zero stutters and zero frame drops.

turning on frame gen gets me to 135-140 fps with 38-41 ms input latency which is honestly THE BEST implementation of it I've ever seen. CPU goes down to like 18% and GPU stays at around 95% to 99%

THOUGH my GPU draw is weird as it only draws 280W at max which for my card is a bit low and some games draw 310W so my guess is that Tensor cores are underutilized cuz not using RT or DLSS

Load times are like 4-5 seconds max.

Just seems like the priorities are wrong, it's not that the i5 is a bad CPU, it's just that you skewed your machine's performance all the way towards one side. It's all GPU and nothing of the rest. Unbalanced builds tend to show their shortcomings when something heavy comes up

Same issue here. There also appears to be sporadic memory leaks with the game shooting up to 26GB used.

Running an RTX 3080 10G, 5900x, 32GB RAM at 3440x1440 HDR maxed out, DLSS Quality gets me around 70-100 FPS. During cutscenes it drops down to around 45-50 fps with stuttering. Powerdraw drops from 360W down to 200-250W.

I just measured statistics, seems like I have about the same behavior with my game. The reason I probably don't notice as much is because my PC is considerably more powerful and my frame rates are basically twice as high.

But GPU usage is very low (~25%), with ~90-100 W ish draw on my RTX 4080... and that's just not right for a 4K/120 at very high settings. My fps hovers between 75 and 90 in most areas that I've come across with DLSS-G off.

The one thing that actually bothers me is that the render latency is sky high with frame generation off. Something like 50-80 ms. Crazy. I feel that on the input.

I just wanted to thank you guys, me too my 4090 was set to bloody 5%?? i'm surprised I was getting any FPS! This fixed it, what are Nvidia doing honestly.

That sounds like you are running out of VRAM... The game starts paging into system RAM. The power drop, the RAM usage increase and the fps drops all point to this.
Out of curiosity what is your VRAM usage? close to that 10GB you have? You might consider lowering the texture quality a notch and see if it still happens.
