12600k/4090 Utilization issues.
So I am playing at 4k with everything maxed out, using SMAA on a 120hz OLED so with V-Sync off in game but with G-sync on in Nvidia Control Panel.
I am playing with a Wireless Xbox Controller and set Nvidia Reflex to just on.
Also playing on the latest Nvidia drivers.

My CPU won't go past 20% utilization and My 4090 says it's at 100% but GPU power usage is at 30%, only utilizing 150watts of it's 500 watt limit.

I get 40FPS with frame Gen off and only 60-65FPS with Frame Gen on. Turning on DLSS to quality with Frame gen only nets me 70-75FPS.

I would assume it's my CPU causing this bottleneck but it's barely being utilized. I wouldn't question the performance if it was at 100% utilization but it's barely hitting 20% most of the time. Anyone have similar issues?

13700k here with a 4080, its only using about 50% of my pcs power, you are not alone

I have decent performance for a while on my 3080, but after a cutscene, I have observed power draw nosediving(along with FPS). Oddly GPU bus usage goes up by quite a bit when this happens.

Restarting the game restores performance, but this is not really a viable solution long term..

Specs overall? It's buttery smooth on my system, I have a 13900KS machine although my card is the 4080

I'm sitting at 100% GPU, 48ish % CPU with an i7-12700KF and 7900XT, 200+ fps with fluid motion frames. Try plugging your controller in if possible, there's some weird stuff going on with controllers atm.
I for example had my PS4 controller plugged in but was using kb&m, but just the fact the controller was plugged in made the opening scene run at 15 fps.

for everyone with under gpu utilization put nvidia reflex to just ON, not use on+boost its bugged

Similar issues. Stable 60fps with vsync on, GPU utilization seems reasonable (around 75 to 90%) but GPU power draw is low what keeps gaming temps of the gpu at around 45C; altogether illogical. Changing display/graphic settings results in constant 100% usage of gpu while maintaining low power draw and tanking fps to around 40 fps. Performance is only restored after restarting the game. i7 7900k rtx 3070ti.

your cpu is under min spec
I'm on a 3080ti,11th gen, ultrawide, maxed out, and run between 62-80 fps with dlss on quality. I definitely shouldn't be getting better performance than frame generation.

200 fps.

CPU is 17%, Power 192W
GPU 3090 is 80%, power 358W
FPS 70- 100
4K HDR on, everything max settings.
But I have noticed shadows are missing.

Try this: If you have vsync forced on via Nvidia Control Panel, go to the Horizon FW profile (or create one) and then set vsync to 'use the 3d application setting' and enable it in-game.
