How much do we have to wait for this game to get on sale?

Don't get me wrong, I want to play this game as much as everyone else these forums, but $60 for a 2 years old game, in an unreal economy like what we're experiencing nowadays, at least in my case, you just can't spend money like that.
Please think a little more on people who lives in countries with weaker economies and consider using regional pricing.

Edit: Also, the reason why I'm wanting to buy is to support Sony releases on PC.

No, you're right. I don't really care, but there's definitely something wrong in the steamdb.info database. I've now also checked my account details to see when I bought my Horizon Zero Dawn. That was on April 4, 2021 for €29.99. So already in the sale. So Horizon Forbidden West could actually be included in this year's autumn or Christmas sale.

There is probably nothing wrong with the SteamDB database, dude. It might be that you just did not realize that the price history is limited when you are NOT logged into SteamDB ;) .
Or were you logged in at SteamDB and could you really see the entire history? Then the data is probably very incomplete for some reason if you could not see the 2020/2021 sales.

Anyway, https://www.reddit.com/r/GameDeals/ is also always a good source to check for price history.
As for my own purchase, I simply checked my account history here on Steam and quickly found the Winter Sale 2020 purchase when Zero Dawn was 22% off.

This game will hit 30/40$ sale price within a few months I guarantee it...and will go on sale several times a year. For the 20-100 hours I'm gonna sink I to it it's more then worth the investment for me.

It's free in the Playstation library if you're a PS+ member is it not? I rarely play on mine since I'm mostly PC, but I thought I remembered seeing it there. Play it on that in the meantime if you can't wait :) Personally, I don't mind waiting since I have a ton of other games anyway and actually just got the Liberty City expansion today for Cyberpunk, so I'll be knee deep in that for a while (plus, others)
