In those cases, the devs (Rocksteady, Netherrealm, and Monolith) are all owned by Warner Bros, who also happens to own DC Comics, and thus the various licenses. Keeping in the family, so to speak. SOE, however, isn't, so using the rights is a bit trickier for them.
