However, you can maximize the graphicssettings ingame (I guess that's where your problem with low-res textures comes from) and then use the options of your graphicsdriver to add filtering.
The textures were udated with high resolutions, but those won't show up on low settings (or the PS3 - if that's where you play).
♥♥♥♥♥♥♥♥, city of heroes was nowhere near DCUO in terms of graphics.
Also, those might be added in the UI revamp, but that has been put on halt for now.

The major difference you can enable are AA and reflections.
