Pay to have fun.
I know this game is free, and they have to sell DLC's to make money. That's fine. What's not fine is them locking it all behind restrictive paywalls Where I have to do multiple things.
1. Buy the powers bundle on Steam for $35 (not happening.)
2. Buy the powers I want in the marketplace (which costs $6. On top of that, it isn't even possible until I make a character with another power. That'll also require apower change token, which must be done through a system that only lets me add $5, $10 and upwards. Not to mention a power respec token, which runs for another $6, making it $12.)
3. Buy a month-long membership for $15.

Why must the best content be locked behind these paywalls?

What "all" are you talking about, pretty much all stuff that you play through like missions and instances in the game are free: https://dcuniverseonline.fandom.com/wiki/Membership#Chart

Why would you even buy a power change token for a character you barely played on (assuming your original intention was to access marketplace as soon as possible to buy the power you wanted), you can just delete that character and create a new one with the power you bought.

Generally that is the best option since aside from giving you access to all marketplace power sets it comes with a bunch of extra stuff as well.

Just because you want some paid power set does not mean it's the best. You can finish pretty much anything in the game with free powers just fine.

I was so dead-set on making the characters I wanted that the thought of just making new characters just didn't occur to me. Thanks.

I know I can finish with free powers, and I know not all the paid ones are automatically the best. I recently learned that some of the free ones, like fire & ice are some of the best for tanking. I take back what I said about "the best content."
