Need help. Confused about Pve and pvp gear (DC Universe Online)

I'm level 21 on the pvp server, and things went fine from level 1-20. Now I get killed by level 17 quest enemies if they are in a group of 2 or more. I've been equipping all of the better gear I get, and repairing after taking damage. My gear is mixed bag of pve and pvp, but now I can't even finish any quests without getting KO'd a hundred times by mobs. I'm not sure how this works. Do I need all pve gear for the quests, and then switch to pvp set for pvp's? level 1-20 worked fine with a mix of pvp and pve items I picked up along the way.

Are you getting killed by the enemies in the instances? Because all pvp gear is disabled in the pve instances(it only works in arenas and open world).

No, it's in the main quests in the open world. In the instances I have to change weapons and some gear to the pve ones.

PVP gear is only good at defending against player characters. Against NPC enemies, you might as well not be wearing armor at all. So that's your problem, never go mixed bag.
