- Did you already uninstall it through steam?
- When you try to remove from programs list, does it say that it can't find it or file location?
- Did you restart your PC and try removing it immediately?
- Are there any DCUO game files remaining like in the Steamapps or Documents folders?
This may help:

If all else fails, you may need another program to remove the file by force. I read that CCleaner can do this, but I would look into this more.
No! Not CCleaner! Don't use that *swearing* piece of not good written program lines.
That program is so much more than just a unistaller and stuff you dont want. Other part of that software are able to completely destroy your working computer.
Especially if you dont know a whole lot about how to handle software problems.
Revo Unistaller can I recommend!
this program works pretty well
warns when uninstalling if anything remains
helps you make sure nothing remains
pastwise think i recall revo but not in awhile
iobit has some pretty good tools been using for years
id say give each a try, CCleaner heard of in the past but might be a bit more complex?
and from whats said above might be an avoid
