to me says the server is on maintenance (US)??

That's because it's on maintenance. 1400-1500 UTC every day.

It is an old school method of running an MMO. While I can not pretend to know what happens during the maintenance, I have been told that when a company does a daily "required maintenance", most of the time it is to force players to log off to sleep.

I know of many MMO's that do not do this, only doing maintenance when they are doing an update or adding an event.
