You start with 2 slots @ f2p, and unlock 4 more with a $5 "premium" upgrade.
Paying for a monthly subscription will unlock 10 more slots (which get locked when the sub lapses).
You can purchase additional character slots in the game store; and these purchased slots do not lock, remaining accessible just like your "premium" 6.
FOR EXAMPLE:
If you start the game and make 2 characters, then Subscribe, you get 14 more slots -- 4 of them permanent (you're now Premium).
If you buy 4 more slots from the Marketplace, you will have 20 slots.
If your Subscription lapses, you will have to choose which 10 (2+4+4) of them you want to continue playing freely as Premium.
It just isn't worth it.
Forgive me. I payed for a month of service when this game was still owned by SoE. This gives me access to 5 character slots. I did not know that if you never pay anything that you only get two. But, you can still have multiple accounts.
