Stuttering Issues Even After Installing an SSD
I am admittedly trying to play DCUO with a Lenovo Legion Y530 laptop, but it should be more than powerful enough to handle DCUO. Now that I think about it, I think it'd probably be more appropriate to call my issue FPS drops rather than stuttering. Now, my FPS mostly drops when entities are spawning in, although it also rarely stutters randomly and my FPS always drops when I open the menu for whatever reason. It gets annoying in instances like the Crime Alley portion of Family Reunion where enemies keep spawning in.

CPU: Intel(R) Core(TM) i7-8750H CPU @ 2.20GHz
Graphics Card: NVIDIA GeForce GTX 1050 Ti
Windows 10
16 GB RAM

I also just installed an ADATA SSD, https://www.amazon.com/gp/product/B07K1MDMF3/ref=ppx_yo_dt_b_asin_title_o02_s00?ie=UTF8&psc=1. Installing this has improved my issues, but I'm still experiencing stuttering when I really shouldn't since my specs are far above the requirements. If I bought a faster SSD, would that solve this issue? If so, which SSDs are faster? I still don't understand much about SSDs, but it looks like my laptop only has a PCIE 3.0 slot and all the best PCIE 3.0 SSDs don't seem faster than my ADATA in terms of read and write speed. Of course, like I said, I still don't understand much about SSDs, so what is the fastest PCIE 3.0 SSD?

At any rate, what can I do to fix this issue? I've tried literally everything that I've found from Googling FPS drops and stuttering in DCUO, and none of their solutions changed anything in the least. Even reducing my video settings doesn't help at all. How can I fix this? I'm also now having an audio issue; my audio keeps either cutting out into nothing or into a staticy sound.

The problem is not your SSD. The drive you use defines how long you are waiting in loading screens. That's all.

The stuttering comes from lack of native driver support with GTX and newer graphiccards. Basically, the drivers override the game's FPS limiter and run it at 200 FPS or even more. The engine becomes unstable and the image stutters.

Use the NVIDIA profile inpector to set the limit in the DCUO profile to 63 FPS. You can also enable Texture FIltering and Anti-Aliasing if you like that.

The audio issues might come from the other fixes you tried.

I suppose that it makes sense that a game with an old engine wouldn't run too well on a new laptop... would it work better on an older laptop then? As for the SSD thing, my performance has somehow improved since installing an SSD. When I played DCUO on a HDD, it would stutter every few seconds. Now, it moslty stutters when entities are spawning in, although it also rarely stutters randomly and my FPS always drops when I open the menu for whatever reason. It gets annoying in instances like the Crime Alley portion of Family Reunion where enemies keep spawning in. I tried to cap my FPS at 59, 59.7, 60, and now 63 FPS, but none of these worked somehow... even when I capped DCUO at 30 FPS and turned down all my graphics settings and my resolution to the minimum settings, the stuttering remained exactly the same somehow.

As for the other fixes, I reinstalled Windows yesterday, so I hope that got rid of all the tampering I did. The audio issues started happening right after I installed my SSD for some reason... I don't know how that would even affect the audio, but it made me think that I messed up something during the installation process.
