Even if you use Superpowered focus which doesn't rely on weapons to regenerate power, sometimes you could use your weapon to interrupt enemy's attacks and lunge or even deal at least some damage when you're low on power.
However many people also use Hybrid and Weapons Expert focuses and spec skill points into precision, they use their weapons to regen power and deal damage. They only use some superpowers like DoTs/short burst attacks/shields and Weapon Buff which is necessary for weapon users. I think for all powersets weapon buff is unlocked at lvl20.
Point is, you can't just use your weapons to deal main portion of damage without speccing accordingly, while superpowered path is way more easier to handle.
Range and melee builds don't just differentiate as abilities vs weapons. You can build a melee loadout with only superpowers in it, you can go ranged with weapons.
True that some things haven't been perfectly balanced, but hopefully we're getting there.
Part from lvl1 to lvl30 has been significantly nerfed compared to what we used to have years ago.
You shouldn't judge the whole game just by leveling up part. I'd suggest to get to lvl30 and unlock all abilities, then you can decide what you like to use the most.
Aditionally you can unlock Weapon Mastery, which will make even more powerful combos available.
