By lag, do you mean framerate issues? What framerate are you running at? I have a 3.5 GHz eight-core processor, but only 8 Gb of RAM in my PC, and I have to turn all the graphics settings to minimum to break 60 fps at full 1440 x 900 resolution.

Sorry, but I wouldn't call that good performance. 60 fps is the PC standard for a reason, as it will deliver a more responsive experience overall.

but the thing is thats pretty good for a craptop to run on high without lag

I'd say that running at 35 is laggy. But if you're okay with it, then I've got no business telling you that you shouldn't. Like what you like.

by lag i mean like moving slow unable to counter in time and sound not matching video

How is 30fps laggy? My main PC has a GTX 1050 2gb and I play most single player games in 30fps and I play all Multiplayer at 60, 60 is smoother, but unless you suffer from motion sickness it isn't' a requirement heck I go to a lot of places so most of the time I'm playing games with a Intel hd 620 laptop at about 30 fps or 25-30 fps and I find it perfectly playable.
