Shadow of Mordor Problem with Forge Tower Achievement

I understand there are two areas in fact I've beaten the game and am almost done all the achievements.
Problem: I can use and teleport to all 12 forge towers I have tried this they are all forged but in my achievements it says I only have 11 towers unlocked. I've counted multiple times I have all the towers it's just not giving me the achievement

I had that problem too, I solved it by simply starting a whole new game and stormed through storyline till second map opens and then light all the towers. Now if I only could get height of despair achievement to work like that, it would be great but game never allow me to get that achievement.
