Can't seem to use Flaming Arrow

Either I bugged the game or I am missing something.

While on a mission and following someone during a scripted sequence I took the opportunity to spend an upgrade point and give myself the Flaming Arrow ability.

Unfortunately I cannot for the life of me make it work.

It is listed as an ability of mine so is there some trick to make it work? I have tried when charged up (I think) but no go.

I am using kb/m controls.

I can't speak to keyboard controls, but you first need to get your hit streak up to where you can perform a combo attack. Then switch over to ranged mode, aim at your target, and there should then be a single button prompt that appears to shoot a fire arrow. You do not need to pull back or charge the shot. With a controller, it's the same button as grab.
