Cannot find a Captain. He is nowhere in the green area??

I need help trying to figure out why this captain is not in the green area of the map. Ive searched everywhere in the green area and cannot find him. Ive found other captains that i branded, but not the one that is my target. Has anyone had or has this problem?

I ran in to this a few times, just had to use a branded captain to force a power struggle with the target

How do you do that? Force a branded captain?

After you get to a certain point in the story you can issue commands to your captains, if you have made it past that point just find a captain, dominate him, then hit the button that says command

If you haven't made it that far, you may have to wait for a random power struggle involving your target

How far is the Command one? because I can brand captains. Idk about commanding them

You can grab a branded captain and dominate them just like before. You'll then be able to choose several options, like sending death threats, giving a command (which will take you to the Sauron's Army page and you can then click on the captain you want him to attack), or simply kill the captain.
