Confused on Drain

So I grab a guy, hold E to drain him and the white bar fills to the left. I think this replenishes my arrows. But I hold E again and a red health bar falls to the right. Is that enemy health dropping because it seemed like one time I was able to replenish my health doing this.

When your drain hits the point where it'll kill the target, it turns the bar turns red. So in a sense, yes, that is the Orc's health. Initially, all the drain does it replenish your bows. It isn't until you start getting certain skills and runes that it can be used to replenish health and various other things that'll be revealed via story.
