It doesn't show for me. What region is this? Russia or SEA?
Also you can check https://steamdb.info/sub/41305/history/ and see that they added "AllowCrossRegionTradingAndGifting - no"
I have it as a gift and can not activate it because of wrong region.
So can I check where this gift can be activated?
Ask whoever sent it to you - will be locked to purchasers' region.
At the moment, steam have applied the lock but not yet added the region tags - give it a few days and it will have a red message with "only available to activate in ..." or something along those lines.
You see...moral of the story (and this happens TIME AND TIME AGAIN!)...activate AAA games as soon as you get them. Do not wait. More often than not, they end up getting locked and you have no one but yourself to blame for this.
Since every gift has stored the country of origin and CrossRegionTrading is disabled it looks to me like you cannot trade at all. Like a US gift could not be activated within Canada or a UK gift in Ireland.
