Edit: Ok, restarted my client and it picked up again. However, it is only going 1.6MB per sec which is very slow for my connection.
Did you restart steam client? my preload was in the area of about 34gb or so, steam used to "pause" downloads randomly for me and I'd have to restart client and mess around with the download order to get them going again but haven't had it for a while.

It may be your internet maybe? I know when I was on 50 mbps service steam downloaded stuff at about 6 mbps. Now that i'm bumped up to 105 service it goes at around 11.
But who knows, so many variables that can mess with it.
Yup, restarted and it is going again as my edit above stated. However, it is going slowly. Likely due to many others downloading the same title.
In the past when I had a REALLY bad speed, I just kept changing the download region until I found one that had descent speed.
In the Steam client, under Steam,settings, downloads, download region.
It will require steam to be re-started every time you change the region, however.
Mine said it was encrypted as well when I first entered in the key in steam, but then I checked my library and Shadows of Mordor was there and had the preload button. Try that and see if it is there.
Really? Very strange. Did you right click it in your library, the click pre-load?
Yeap downloaded 0 of 0 megabytes. When I purchsed it, then shows the "pre-load" button where the "Play" button usually is. When I click "pre-load" it says "Content is still encrypted". I just "Deleted Local Content" on it and then found it in my uninstalled games and told it to Pre-Load from there and it's downloading data now.
