GPU's are designed to run hot, certainly much higher than a CPU. If your CPU starts running at 74 then you might have a problem, but 74 for a GPU isn't even high and is fairly normal for a grapichs intensive game.
If you are concerned with your pc running hot give the fans and vents a good clean out, you would not beleive what a layer of dust on a fan blade will do.
Also any good tech person woulda told him to do same thing his overheating problem is definetly air flow so only 1 solution to that that is remove the door who ever told you not to don't know crap about airflow or troubleshooting hardware problems.
Depends how dusty your home is my home old very dusty i have fan filters but i still clean it least every 3 months. You might get away with once every 6 months just keep an eye on it and a can of compressed air make sure pc unplugged before you use compressed air as it will condence when cold air hits rooms warm air
1. Owned the PC for 1 month so it's still brand new
2. My case is a Corsair Carbide Spec-03 Red
3. There are 3 fans installed on my case, 2 in front and 1 in the back.
4. CPU is liquid Cooled
5. From what I can see, the inside of the case is pretty spacey. I don't think anything is getting in the way of airflow

You said above fans was 0% why is that?
Even idle should never be 0%
Do you have any good hardware monitoring software maybe speed for fans to low? maybe just low cfm fans? something isnt right gotta get that heat out or it wont be brand new for long lol hope ya warenties are good still lol Personally i'd consider getting a water block for your gpu that solve this problem entirly
