Map (M) - Tower (Z)
I see, it sounds you half way through the story then and on the first map.
In that stage you haven't got the ability to brand the targets yet. Which means, you don't get that skill until you quite far into the story on the second map where we make our allies.
Now a wall of text as I'm not so good in pretending to be an american.
And this is a kind of interesting in the way the game has been made, because when you play the Nemesis Forge update, which was released as a kind of preview for Shadow of War. Here we only given the opportunity to play the game on the second map in Shadow of Mordor, which a bit strange. Because it doesn't seems possible in doing that all over the game.
And this makes me think if not the first map are a little bit more story based in the way it works. Particularly in the stage with the monument. I'd think these missions pretty much made up until we get the skill to brand our targets and the captains & warshiefs on the second map.
But there's nothing that prevents anyone to return back to the first map when you get it.
So I'd think this is what makes the confusment. Because then you able to make as many allies as you like on the first map too, which may be killed, accidently or intentionally by Uruks and Captains anywhere.
As I understand it from been playing the game a couple of times, it's the killer behind these betrayals that you are sent out to kill on these Vendetta missions. And if no one has been killed, then you can't get more missions than what the game gives you, which may be zero. Haven't followed any statistics here so don't know.
I'd stay calm and perhaps put some efforts in make some more allies.
Have you tried to verify the game if the game doesn't work?
Try traveling back to the first map. Ive found quite a few there just waiting for me.
Started with an empty map with no Vendetta missions and almost got eight missions.
The last mission seemed to be corrupt as the guy didn't showed up, so had to cancel it.
But didn't got it back so wasn't able to start the mission from start again.
I guess Monolith and the developers would be the best guys to answer how all this has been put together and what's trigging these missions. I'm myself a little bit curious why there are usernames displayed on this missions when I don't have any friends here on Steam.
The last mission didn't had any username visible at all.
Might be produced from a server like a leaderbord or something.
Edit: The Biggest Loser's list.
