Can Captains/Warchiefs get abilities beyond level 20?

Is it possible for Captains/Warchiefs beyond level 20 to get new abilities? I'm wondering because right now I wanna create a good warchief to become my follower for Shadow of War. I think I can remember that some of my previous orks got new ones after level 20 but I'm not sure though. I actually just want my follower to get the gang leader ability. (u know cuz shields kick ass)

No, it's not. Once they hit level 20 they're done advancing.

Uhh, one more question, uruks can level up to lvl 60 in shadow of war, u think, they'll learn new abilites there? (the follower from the nemesis forge)

Yes, your imported follower/nemesis will almost certainly gain new skills.
