i looked at an old steam thread and a guy who completed it had this to say:
Focus on warchiefs.
The sooner you can target a warchief, the more captains he'll have as bodyguards. Don't bother extracting intel from the basic uruk, though. You are a captain killing machine, after all. Just dominate captains and pop their heads after you've got the intel from them. It might seem like a bad idea to take on a warchief and three captains at once -- especially if you're going in blind against the captains -- except for one major detail...
Always be on a graug.
Graugs make short work of most captains through direct head-bites or their poisonous vomit attacks. Each of the three strongholds has graug bait near the entrance. Learn their locations so that you can summon your vomit-spewing head-biter after luring out a warchief and his bodyguards. After you've made short work of the warchief and his entourage, switch to wraith vision and do a quick sweep of the stronghold for any wandering captains to chase down.
Do not wander around.
40 minutes might seem like a long time, but the less time you spend between targets, the better. The only time you should be looking for wandering captains is if you're in a stronghold and have just cleared out a warchief. Event waypoints on the map are guaranteed to have at least one captain at them. There will almost always be events on the map to complete. Many of these locations also tend to have graug bait in nearby ruins.
Abuse fast travel.
As long as you're not in combat, fast travel is available. Most of the time after you kill a captain or warchief all lesser uruk will flee in terror. This is your opportunity to instantly warp out of the area and continue your hunt with a free health refill. The timer is paused while you're viewing the map, so you also get as much time as you want to plan your next move.
Environmental hazards.
Never underestimate the power of bees, fire, and explosive grog to thin out the herd. Less time spent dealing with the grunts means more efficient captain killing. This is especially helpful for those few captains who hang out in the back of the stone stronghold that your graug can't reach easily.
That One Warchief.
The captains may be randomly selected, but the warchiefs are the same as from the campaign. That said, there's That One Warchief. You know the one; He wrecks your graug, is immune to nearly all attacks, and melts you with his rapid fire explosive crossbow bolts. Even worse, while you're dead those vacancies you've carved out will get filled in and your headcount will drop. If time allows, pull intel from captains until you've found this warchief and then target him first to minimize your losses.
Here's how to make him slightly less imposing: stun him, build up your combo with a flurry attack, as soon as your combo is lit (but before you perform the finishing hit) quickly switch to your bow and double-tap him with fire arrows. You may need to build up your combo on a grunt first, but once you've lit the warchief on fire, he's more vulnerable to being stunned. Repeat three or four times until dead.

Also gotta add after trying this so many times that it sucks these mechanics aren't in the Nemesis Forge imagine vomiting on your Nemesis and seeing there reaction in Shadow of War lol.
It's been a while, I'm not sure. Also, you don't really need to get intel on the captains, any regular uruk will reveal their location. Use worms to get intel on the warchiefs instead. There are always one or two uruks at the base of the starting tower. You can interrogate them and fast ravel back on the tower to make them respawn. Takes like 15 minutes but it's worth it. When you have all the captains' locations, get a graug and book it from captain to captain and oneshot them. Of course if you do lose a graug fast travel back to the nearest bait.
As for war chiefs, I think it's quicker to stealth brand the one with the spears and command him to start riots against the other chiefs. For the xbow guy you should charge up your bow special and keep shooting fire arrows at him.
Also as a extra thing i wanted to mention, my final captain to kill was a berseker with the black gate title! been trying for ages to make one spawn in the nemesis forge :( he was nice armored too not the usually spikey berserker armor.
Now all thats left is to upgrade my ring in the bright lord campaign and piss off a uruk stronghold for 20 uruks in under 60 seconds branded.
Self answer: Pretty much need to play quests
