Report a translation problem
What I did to fix this was... I kept trying to buy the HD Pack from the store until it said it was bought...
Once it says Play Game, thats how you know it will be in your Game Files...
To Install however, what I did was, I un-installed 1 of my DLC Packs a random one,
& then I tried installing all the DLC Packs that were not installed again...
Then under Downloading, I saw that the Game was Updating...
Once that finished, I found my HD Pack Installed...
The only thing the HD Pack did for me that I noticed was
It changed a Single Setting in your Game from Super High or High, to Ultra...
thats all it did...
But by doing this, you need 6GB VRAM...
That does not count twards your other Settings, so keep in mind that
This Setting alone uses 6GB VRAM, & that other settings also increase your VRAM...
This might be the reason why you can't use the DLC. Because you don't own the game yourself.

Now if you have nothing helpful to say go troll someone else.
Only a guess... Not really possitive...
But if you don't have rights to buy Content for your Account through Family Sharing, then I doub't you can play with HD Content, unless you get the Family to buy it for you...
