Is there a way to fill up these 2 empty Uruk slots...

I've been going nuts trying to perfectly fill this up, so I can dominate the new Uruks and effectively lock the system (aside from random Beast Hunt/ Trial by Ordeal deaths, which happen very rarely)

I have been trying to fix this for the past 3 hours. Here's what I've tried.

1. Advanced time like 20+ times. My branded Uruks just grow in power, and one even died. No new one filled that slot and no one in the first line got promoted to the empty slot in the second line (this would also solve the problem)...

2. Kill off branded Uruks. I freed up line 1, half of it, but STILL none of them seem willing to jump up to that spot in the second line.

3. Let a random Uruk kill me to become captain, he, instead of taking the first slot in the first line, chooses to duel my captains in the first line....and always dies by their hand (perhaps this is because they are all level 20? I don't know)

4. Die by creatures to see if this at least forces new unknown uruks to spawn.

Should I just leave this region and dominate the Uruks in the other? The OCD tendency in me is absolutely FLAMING but it's clear that the Nemesis system is random...

The first step by advancing time by the tower mostly works. In your case it doesn't seem to do so, which is weird since I haven't encountered your problem. Might be bugged or whatever but try running a side or main mission to see if that changes anything.

It might be that until you reach the new area, you can't make new captains? I don't know since I didn't think about branding all of them in the first area, good luck...

Im not sure but if they are lying on the ground instead of their heads on spikes it might mean they are still alive. You might encounter them randomly in the wild. I had two of those spots too found one after a ♥♥♥♥ ton of running around and the other one is still somewhere to be triggered.

I think until you encounter them again, kill them by beheading and make sure their heads are on the spikes in the army menu.

In my experience, missing captains tend to reappear as bodyguards for Warchiefs. If you've already branded all the warchiefs you may just be out of luck, only way you'll run into them is randomly. No matter what one slot can never be replaced though as that is your nemesis who will appear when you go to fight the Tower.
