The main game Key code is at the back of the disc holder in the case and the DLC key code is on the documentation check that you've redeemed both codes
Sounds like the key reseller gave you a retail key and not GOTY. Which means you'd need to contact them to have the correct key issued.
As Laptop said, when activated, the license for GOTY should say: "Middle-earth: Shadow of Mordor Game of the Year Edition".
I'm fairly certain you've just been ripped off and sold a standard version of the game, not a GOTY. I would advise you get in touch with whoever you bought the key off and state that it's the wrong version. If they refuse to give you the right key or your money back then I would look at what your options are at filing a dispute.
This is exactly why you don't bother with these shady CD key sites, they're just too much trouble and they are very good at getting people to buy from then in the consumer's obesssion with getting the "lowest price possible".
Just buy from the Steam store in future is my advice, you may end up paying a little more at times but at least you know your purchase is 100% genuine and you're not messing around with third party key re-sellers.
