I'm guessing you have to beat the game legit instead of using the cheat code JANGOISBADDEST?

when you unlock all the missions, you can go watch the last cutscene, the game tells you congrats on beating bounty hunter, boba fett skin is unlocked in gameplay options

Maybe they patched the game and it used to work, IDK.
