It is early access, so they will be adding more to it as it develops. It's awesome as it is, but exciting that more will come.
Flattening the farm is not the only thing the game is about. Level 30 to unlock teraforming is quite reasonable. You don't even have the entire farm unlocked by then. And.. it's something to work toward.

Oh, I understand you all too well.
If I want to create a new farm, I need between 30 to 50 attempts until a reasonable landscape is created that is suitable for building a farm. Otherwise, the chunks are so jagged that they prevent you from building a proper farm.
The Flatland Chunk exists in the game. I don't know why you don't have an option to create a pure flatland farm at the beginning. Then you still have the opportunity to use terraforming to design the farm the way you want. Then you can still create your own personal farm with mountains, rivers and biomes.
The flatlands were added later in Farm Together 1 because more and more players were asking for them. Unfortunately, you were punished with a 20% penalty on everything if you used it.
Let's see how the game develops and whether the flatland artists will be supported in part 2.
In this second game those boulders and ponds&bridges don't exist and they introduced terraforming where you can adjust the remaining terrain heights. But it only unlocks at farm level 30, which isn't to high in the grand scheme though with the current content it is still annoying to wait for it up to that level.
Also the devs already said they will not reintroduce flat lands from the start, but will probably look into methods where you can flatten your whole farm easy in batch terraforming.
When creating a new farm, the chunks are created randomly.
Wouldn't it be much easier to start with a flatland chunk option right away? Then you save yourself the trouble of looking for ways to convert the unlocked chunks into flatland chunks on existing farms.
Would it really be so bad if players wanted to start with a flatland farm and they actually had the option?
It's more fun than the FT1.

I unlocked terraforming today at farm level 24.
If that's true, it would seem a bug that should be reported to the devs.

Nah, I don't believe that for a minute.
Unless the devs post saying they deliberately changed it.. or someone can link to a dev saying they changed it.. I don't believe they changed it and forgot to tell everyone. I just don't.
