Tile Road on Sidewalk
The "Tile Road," when placed on top of "Sidewalk," turns the Sidewalk into "Pavement."
In the image below, the long strip of Tile Road has "Sidewalk" underneath, but it looks like "Pavement."

There is no distinction between Sidewalk and Pavement when placing at the edge of water, or completely underwater

Hi! This is correct. Roads need to connect to adjacent roads, even if using different ground tiles, so when placed on the raised sidewalk, they would not connect otherwise.

Same for water, but doubly so, as the water digs a hole in the content.

So when these kind of things happen, the sidewalk floor uses the ground-level pavement looks.

I get everything that you are saying, but I don't get why "the sidewalk floor uses ground-level pavement looks."
I feel like we could just have Sidewalk floor without the "curb" underneath Road Tiles or Water. I also feel like Curb could just be concrete fence or divider.
