It was kojima who wanted a new engine so he made FOX ENGINE but it's pretty gargabe, you can't really have a lot of stuff on screen or else some stuff goes invisible, in order to up the cap of stuff you have to downgrade the graphism, hence why MGV could have a lot more ennemies on screen than MGS5.

They've also used it for a football game, so just like with hideo kojima they've decided to remove that garbage and too use UE5 especialy since coding on it is simplier.

No one is making game engines anymore.(Outside of few developers such as Bethesda,Rockstar, ID software and Capcom)

Even developers such as Crystal Dynamic, hangar 13,CD project red stopped making their own in house graphic engine and switched to Unreal 5.

Fox Engine is old now and Konami didn't bother to develop it further or create a new one so they took the easy off-the-shelf option instead like so many others are doing now.

Creating game engine is not worth it anymore.

Capcom's Dragon's Dogma 2 and Monster Hunter Wilds would have been much better if they were made with Unreal 5.(They used RE engine and both games were a disaster performance wise)

At this point, I don't think it would have been much better if it was on UE5. It was their choice to release it in that state (unpolished/choppy performance).

Yup, because it's a PS3 game. More stuff on screen = less fps. And porting can't always fix stuff like this, the GTA IV port for example still has some issues because the game was primarily designed for the PS3.
